Page 10
Carol Russell
Rpril 8, 1981
be of the concrete caison type in non-bedrock installation situations.or
securely anchored by grouting in bedrock installations. '!'he applicant
should include a typical monument design scheme within th<a permit application.
Monitoring of potentially affected structures should also be performed in
accordance with Rule 2.05.6(6)(c)(i)(C). As mentioned above, the following
structures should be monitored:
- the five houses within Empire Village;
- the private residence above the #9 mine;
- the high-pressure oil pipeline;
- State Highway_13; _
- D6RGW-Colowyo Railraod Spur;
- irrigation ditches within areas of planned subsidence.
Anticipating future permit requests within the non-exempted portions of
the alluvial valley floor of the Yampa River, the Division encourages the
applicant to consider establishing a monitoring program a1>ove a portion of
the #9 mine within that alluvial valley floor. Coincidental installation
of alluvial aquifer monitoii~ng wells would allow determination of impacts
of subsidence upon the alluvial valley floor.'s hydrology. Hopefully,
Empire Energy's projection of no material damage to the alluvial valley
floor could be verified and concerns related thereto alleviated.
Map IV-7 should be amended to indicate those structures which will be
monitored by the applicant. The applicant: should also indicate the
locations and structure of permanent bench marks to be utilized in monitoring
the required monuments and structures. Bench marks should be permanent in
nature and should allow triangulation whenever possible.
Because of the environmental and safety hazards related to the possible
disruption of the oil pipeline, Highway 13 and the railroad spur, consideration
should be focused upon the development of operational monitoring schemes for
these structures.
/k
CC: E. aischoff
