'!'he applicant <br />should include a typical monument design scheme within th<a permit application. <br />Monitoring of potentially affected structures should also be performed in <br />accordance with Rule 2.05.6(6)(c)(i)(C). As mentioned above, the following <br />structures should be monitored: <br />- the five houses within Empire Village; <br />- the private residence above the #9 mine; <br />- the high-pressure oil pipeline; <br />- State Highway_13; _ <br />- D6RGW-Colowyo Railraod Spur; <br />- irrigation ditches within areas of planned subsidence. <br />Anticipating future permit requests within the non-exempted portions of <br />the alluvial valley floor of the Yampa River, the Division encourages the <br />applicant to consider establishing a monitoring program a1>ove a portion of <br />the #9 mine within that alluvial valley floor. Coincidental installation <br />of alluvial aquifer monitoii~ng wells would allow determination of impacts <br />of subsidence upon the alluvial valley floor.'s hydrology. Hopefully, <br />Empire Energy's projection of no material damage to the alluvial valley <br />floor could be verified and concerns related thereto alleviated. <br />Map IV-7 should be amended to indicate those structures which will be <br />monitored by the applicant. The applicant: should also indicate the <br />locations and structure of permanent bench marks to be utilized in monitoring <br />the required monuments and structures. Bench marks should be permanent in <br />nature and should allow triangulation whenever possible. <br />Because of the environmental and safety hazards related to the possible <br />disruption of the oil pipeline, Highway 13 and the railroad spur, consideration <br />should be focused upon the development of operational monitoring schemes for <br />these structures. <br />/k <br />CC: E. aischoff <br />
