<br />M-97-032/Adequacy letter <br />11/18/98 <br />page 3 <br />Exhibit C -Mining Plan <br />Please describe the ore bins named in the fifth paragraph. Are the ore bins covered? Is there any <br />provision for protection of the ore from the elements at the surface (i.e., wind, precipitation)? <br />What is or will be the gradient of the sideslopes of the dump during mining? The description of <br />the present size of the dump seems to be the same as that shown on the reclamation map. If any <br />dump expansion is anticipated, please salvage the topsoil first. <br />Please describe how fuel, tube, antifreeze, etc., are to be stored at [he site. What other fluids or <br />materials may require special storage or handling? Where are these items to be stored? <br />When a new vent shaft is drilled at the east end of the mine, will it produce more waste rock than <br />can be contained in a half acre? Please describe the drilling activity and configuration of the waste <br />rock storage. <br />The statement that power is supplied via EFN-owned transformers must be clarified, since EFN <br />may not own these structures any longer. Likewise, please ensure that the commitment of <br />complying with all water appropriation laws is updated to reflect NC's commitment. <br />You stated that groundwater may be encountered, and utilized in the mining operation. Please <br />verify that you are allowed to utilize this water, and that there will be no injury to water rights. <br />Exhibit D -Reclamation Plan <br />The reclamation costs must be calculated for this operation, based in large part on specifics of the <br />reclamation plan. However, that plan must include more information about the site and the <br />facilities, in order for the costs to truly reflect the reclamation tasks. To this end, please provide <br />the following information: <br />the volume (or dimensions) of the Van 4 Shaft, since it is to be backfilled; <br />the volume of the dump material, since it must be sufficient to backfill the Van 4 Shaft; <br />the volume of venthole waste rock, since it will be used to backfill the vent shaft; <br />alternate method of shaft closure, if insufficient backfill material exists; <br />dimensions of the buildings and their contents, since they are to be removed; <br />descriptions of the foundations, if any, and construction of the buildings; <br />descriptions of the ore bins, and proposed methods of removal; <br />description of the headframe and hoist, and proposed method of removal; <br />description of any known materials which may require special disposal; <br />the volume of existing topsoil stockpile; <br />which areas will receive topsoil, and which will not receive topsoil for revegetation; <br />descriptions of the berms, water bars and ditches to be created on the dump surface; <br />descriptions of any surface features at the vent shafts, such as collars, fans, etc.; <br />
