Roy Karo
Seneca Coal Company
Page 3
6. ARR Tables 05.2, 05.3, and OS-4, Seed Mix Nos. 1, 2, and 6, respectively, do
not match the approved seed mixes from Tables 22-2, 22-3, and 22-7 in the
approved permit application package for the Yoast Mine. Please verify that
the seed mixes from which SCC is working are the ones previously approved
by the Division.
7. The report form provided indicates that 115.1 acres were topsoiled in 2005.
Table 05.1 provides topsoil stockpile volumes for 2005 and the two years
prior. Reviewing Table 05.1, the total topsoil volume available at the end of
2004 was 705.0 acre feet. In 2005, there was 396.8 acre feet available, 308.2
acre feet less than in 2004. A simple calculation (308.2 ac ft/115.1 ac,
assuming bulking and consolidation are equal} would put the replacement
depth at 2.68 feet or 32.16 inches. SCC, on page 1 of the ARR text, states that
the average topsoil replacement depth for 2005 was 21.6 inches. Please
explain this apparent imbalance.
The Division also reviewed SCC's response to our adequacy concerns with the 2004
Annual Reclamation Report for the Yoast Mine, and the responses addressed all of our
concerns.
If you have any questions or need additional information please call me.
Sincerely,
M~ P 13~-
Michael P.
