1998 ANNUAL RECLAMATION REPORT <br />CYCC MINES 1. 2, and ECKMAN PARK <br />This report addresses federal coal and associated private coal mining operations conducted by <br />CYCC in Routt County, Colorado, as delineated by mine areas on the enclosed maps titled <br />Mines 1, 2, and Eckman Park Annual Reclamation. <br />The method of mining utilized by CYCC consisted of a dragline-type operation. Topsoil was <br />stripped by scrapers and segregated into topsoil stockpiles or reapplied directly onto regraded <br />spoils. Following mining operations, spoils were graded to approximately the original contour <br />and topsoil was replaced over the spoil material. The seed bed was then prepared and <br />planted during the summer and fall. Topsoil was ripped prior to planting to relieve compaction <br />and increase surface roughness. Contour furrows were installed on steep slopes to help <br />stabilize the site and enhance soil moisture conditions. A detailed description of the cultural <br />practices employed in the reclamation process is presented under Section 780 of Pennit C-81- <br />071 for Mines 1, 2, and Eckman Park. <br />The major categories of disturbances were spoil, graded spoil, haulroads. topsoiled, and <br />reseeded (of which only the reseeded and graded spoil are still applicable). The maps <br />indicated the acreage, date of seeding, and seed mixture used for each reclaimed parcel. <br />Seed mixtures are presented in Table 1 and correspond to the coding on the enclosed <br />reclamation maps. <br />During 1998, the only reclamation activity consisted of blading out the area 51 diversion ditch <br />and seeding it. The site was seeded with the approved pastureland seed mix. Also, during the <br />year the Trudy's Comer, approximately 1.5 acres was transferred into permit C-82-056 <br />(Twentymile Coal Company). TCC now has the reclamation liability associated with this area. <br />There were also some limited road drainage ditch repairs completed in the upper areas of <br />Eckman Park, none of which were extensive. All activities in 1998 took place in previously <br />disturbed areas; there was no new disturbance associated with CYCC activities.
