Active mining and related activity was <br />suspended and final reclamation adivities were initiated in early 1993. Final reclamation of <br />most mine disturbance areas was completed during the period from 1993 through 1996. <br />Disturbance areas recaimed in 1999 included the Loadout Area, a portion of the <br />shop/warehouse facilities pad and the former powder magazine area, soil stockpile area and <br />associated road. Approximately 357 acres have been reclaimed in the Marr Mine and Loadout <br />areas, with approximately 44 acres of roads, facilities, sediment control structures, and soil <br />stockpiles remaining. A portion of the remaining total acreage is associated with long-term <br />facilities that have been approved for permanent retention in conjunction with the post-mining <br />land use. Ker relinquished the federal coal lease for the northern portion of the mine property <br />(north of County Road 12E) in July of 2002. <br />All areas reclaimed in 1999, except the Loadout Area were initially seeded to the annual rye <br />mulch crop followed by the permanent revegetation seeding in 2000. The Loadout Area was <br />seeded to the permanent revegetation seed mixture. Areas identified during the 2001 bond <br />release inspections as presenting erosion or revegetation concems were repaired and reseeded <br />to control erosion (in 2001). Inspection of these areas in early 2002 indicated limited vegetative <br />growth, so additional seed was inter-seeded into the existing vegetation (in 2002 and 2003). <br />No reclamation work (maintenance or repairs) was required or conducted in 2004. <br />As part of Ker's regular site maintenance adivities, surface water control structures were <br />inspected. Any concems noted by the Division of Minerals and Geology (DMG) in their regular <br />site inspection reports were considered. Based on inspection, the surface water control <br />structures were generally in good condition. The only required repairs or maintenance adivities <br />are noted below. <br />The DMG identified minor erosion in the PD-1 and PD-3 drainage channels. Kerr <br />inspected these areas and determined that no immediate maintenance was required. <br />Monitoring and maintenance in these areas will continue. <br />Aggressive noxious weed control measures were implemented in 2000 in several areas to <br />control and eliminate localized weed infestations. These areas are indicated on the endosed <br />drawing. These measures have generally been effective such that adivities in 2004 included <br />only inspection, manual control (digging and disposal), and limited spraying of scattered <br />occurrences of thistle (primarily Canadian and scotch thistle).
