•
• Comment (Memorandum 1-30-79 CDH)
COLORADO DEPARTMENT OF HEALTH
1 Division, Stationar Sources Section
on Chief
Reviewed through Air Pollution permit submission.
Laborator Division, Chemistr Section
Bill Dunn, Section Chief
No comment at this time.
ices Secti
nce, Uivision Direc
Comment
We have reviewed the license application for the Cotter
Corporation, Jefferson County Operations. We are concerned
about the discharge of radioactive wastewater to Ralston
Creek. The Denver Water Board and North Table Mountain use
this surface water source for public water supply. Tests
• run by Jefferson County Health Department indicate that there
is radioactive water in the surface water below the Cotter
facilities.
Response
No response required. The discharge of treated mine water
is the subject of a NPDES permit. Cotter is consistently in
compliance with this permit.
Conment
We suggest that the NPDES Permit to discharge wastewater to
Ralston Creek be modified. We would propose that the follow-
ing limits be included in the NPDES Permit in accordance
with the Primary Drinking Water Regulations for Colorado and
the EPA Safe Drinking Water Act:
(l) The following are the maximum containment levels for
Radium-226, radium-228, and gross alpha particle
activity in community water systems:
a) Combined radium-226 and radium-228 - 5 pCi/1
b) Gross alpha particle activity (including radium-226
• but excluding radon and uranium) - 15 pCi/1.
