Second Quarter 1992 <br />ENGINEERING INSPECTION <br />SOMERSET MINING COMPANY'S EAST YARD GOB DISPOSAL PILE <br />On July 1, 1992 I performed a visual inspection of the east yard <br />gob disposal area at Somerset Mining Company's Somerset Mine. The <br />gob disposal area was dry. Both Bear Coal Company and Somerset <br />Mining Company have approval to dispose of coal mine waste in the <br />gob pile. <br />Page 2.05-19, revision 3 dated 7-18-90, of Somerset Mining <br />Company's approved permit document includes the requirement to <br />inspect the coal mine waste pile for stability quarterly. The <br />inspection is to be performed by a registered engineer or other <br />qualified professional specialist experienced in construction of <br />earth and rockfill embankments. The quarterly inspection report is <br />to note the volume of waste material placed in the pile since the <br />last inspection. <br />Bear Coal Company hauled approximately 280 tons of gob to the pile <br />during the quarter. This material was placed loose on the top of <br />the pile and none of it had been compacted. <br />The 280 tons of loose material should be worked into the east side <br />of the pile and compacted. Additional topsoil should be salvaged <br />as necessary to avoid placing gob material on topsoil. <br />The side slopes of the pile vary in steepness from 2H:1V to <br />2.5H:1V. No seepage from under or around the pile was detected <br />during the inspection. Nothing was observed during the inspection <br />that would indicate that the pile has a potential for failure. <br />A failure of the pile would probably not be a hazard to human life <br />or property. The pile is located above a large flat bench referred <br />to as the east yard. This bench is 80' to 100' wide directly below <br />the pile.
