Third Quarter 1991 <br />ENGINEERING INSPECTION <br />SOMERSET MINING COMPANY'S EAST YARD GOB DISPOSAL PILE <br />e~ <br />On October 2. 1991 I performed a visual inspection of the east <br />yard gob disposal area at Somerset Mining Company's Somerset <br />Mine. The gob disposal area was dry. Both Bear Coal Company and <br />Somerset Mining Company have approval to dispose of coal mine <br />waste in the gob pile. <br />Page 2.05-19, revision 3 dated 7-18-90, of Somerset Mining <br />Company's approved permit document includes the requirement to <br />inspect the coal mine waste pile for stability quarterly. The <br />inspection is to be performed by a registered engineer or other <br />qualified professional specialist experienced in construction of <br />earth and rockfill embankments. The quarterly inspection report <br />is to note the volume of waste material placed in the pile since <br />the last inspection. <br />Somerset Mining Company hauled approximately 1600 tons of gob to <br />the pile during the quarter. The material came from the initial <br />excavation work of the Sanborn Creek Mine portals. As of the <br />date of the inspection the material had not been compacted. <br />No organic material or topsoil was removed Yrom the perimeter of <br />the pile during the quarter. The side slopes of the pile vary in <br />steepness Yrom 2H:1V to 2.5H:1V. No seepage from under or around <br />the pile was detected during the inspection. Nothing xas ob- <br />served during the inspection that would indicate that the pile <br />has a potential for failure. <br />.4 failure of the pile would probably not be a hazard to human <br />life or property. The pile is located above a large flat bench <br />referred to as the east yard. This bench is 80' to 100' wide <br />directly below the pile.
