1992, 1993, 1994 AHR Review
Bear Coal Company
April 19, 1995
Page 2
required to be collected between May and November. The results of
this monitoring should appear in the 1994 AHR.
The monitoring plan for the 1993 AHR was on page 2.04-30b, revised
August 4, 1993. The monitoring plan for the 1994 AHR is also on
page 2.04-30b, revised March 4, 1994.
1. An annual full suite sample is required for alluvial wells AA1
and AA3, and these were taken on December 20, 1993 (1993 AHR)
and January 2, 1995 (1994 AHR). The full suite sample should
be taken during the monitoring year, and at approximately the
same time period as the year before.
A visual inspection of the sample for oil and grease is also
required and this information was not included for the 1992,
1993, or 1994 AHR. In addition, Total Dissolved Solids (TDS)
were not analyzed for the samples collected for the 1994 AHR.
Please provide this information or explain why it is not
available.
2. Quarterly samples are also required for the alluvial wells and
include only the collection of water level and field
parameters. These data were collected for all quarters during
1993 and 1994; however, a visual inspection of the sample for
oil and grease is also required, and not included for the
1992, 1993, or 1994 AHR. Please provide this information or
explain why it is not available.
3. Monthly flow and field parameters are required for the upper
and lower french drains. Flow for three months, April, May,
and August, is noted in the text of the 1993 AHR for the upper
french drain. The table indicates that attempts were made to
collect samples on October 8, November 11, and December 23,
1993, but there was no flow. Assuming the drain was installed
in March or April, please explain why field parameters were
not collected when flow was observed in April, May, and August
and why there are no data for June, July, and September.
In 1994, the upper drain was checked every month and only
found to be flowing during March, April, and May. Field
parameters were also collected.
Temperature should also be included in the required list of
parameters for the upper and lower french drains. Please
provide a revised permit page.
4. Sediment Pond 004 did not discharge during the 3rd and 4th
quarters of 1993. The pond did discharge during the 1st
