INTERNATIONAL URANIUM (USA) CORPORATION <br />2002 ANNUAL REPORT <br />Topaz Mine - M -1980-055-HR <br />The Topaz Mine remains on "standby-ready status". <br />The Operator conducted a number of site maintenance and cleanup activities at the Topaz <br />Mine and nearby mines during 2002. The activities were directed toward maintaining site <br />stability, eliminating hazards and nuisances (if present), and protecting the sites against undue <br />degradation. In conjunction with this work, the Topaz Mine site was completely resurveyed to <br />provide an updated and complete site map. See attached "Topaz Mine, Permit M-1980-055" <br />map. <br />Mine development operations were last conducted at the Topaz Mine during the period <br />June 1997 to October 1998. During the last period of operations, the Topaz decline was <br />lengthened, however, due to deteriorating uranium and vanadium prices, work on the decline was <br />terminated before the undeveloped ore body was reached. No mineralized material has ever <br />been extracted from this mine, so there are no remnant ore stockpiles or storage pads on this site. <br />In general the Topaz site is stable and secure. The mine access road was graded in <br />November 2002. Electrical power to the site has been removed by the local utility, and no <br />transformers remain on site. There are two fuel storage tanks on site, and both are empty; in fact, <br />the horizontal tank east of the shop building has never been used. Barrels of used engine oil <br />were removed from the site in January 2002, (see 2001 Annual Report for description). These <br />barrels were not leaking, and therefore, no soil remediation was required at this site. The waste <br />dump perimeter was regraded in November 2002 to ensure containment of runoff to prevent <br />dump erosion. The dump surface and outslopes are starting to revegetate, albeit mainly with <br />weedy species. This revegetation is not considered "final," but is does demonstrate that the <br />shaley materials excavated from the decline can provide a useable growth media for ultimate <br />reclamation. The mine portal has been closed, to prevent access and unauthorized intrusion, by <br />placing timbers in front of the entrance and then mounding dirt up against the entrance. <br />The catchment structures around the dump toe are working as intended. No off-site <br />sedimentation is occurring. Runoff exits the mine dump along the east side of the dump and <br />follows along the dump toe to the catchment structure. Minor cutting has occurred at the exit <br />point on the dump, but the channel has coarse rock, and no undue erosion is taking place. <br />During the reporting period, no new disturbance activities were conducted which <br />increased the existing Affected Area at the Topaz Mine. The attached map shows the Affected <br />Area boundary as it presently exists on maps now on file with the Division. The existing <br />Affected Area acreage exceeds 10 acres if the acreage of the access road is included. Therefore, <br />the Operator proposes to reduce the Affected Area boundary at the mine site and to include the <br />
