I,e ..1 {~'1 ~~ <br />SEC 18 19.91 <br />December 16, 1991 '''~-~=`~(R~d`and <br />Ms. Susan Morrison ~- <br />Reclamation Specialist <br />Colorado Mined Land Reclamation Division <br />1313 Sherman Street <br />Denver, CO 80203 <br />Re: Professional Certification Document for the Coal Processing <br />Waste Bank on Deserado Mine Property, Bonanza Power Project <br />File No. C-018-81. <br />Dear Ms. Morrison: <br />On December 13, 1991 I performed an inspection of the Deserado Mine <br />refuse pile sub-areas 2-3 and 4. <br />I am a professional engineer registered in the State of Colorado <br />and my experience fulfills the requirements of Colorado Surface <br />Coal Mining Reclamation Act. <br />The purpose of my inspection and certification was to ensure proper <br />construction of the refuse pile and to satisfy the requirements of <br />Rule 4.09 1 (11) of the Colorado Mined Land Reclamation Board. <br />There were two old points of seepage in the north side of the pile. <br />They were dry at the time of inspection and there is no indication <br />of slope failure. The surface drainage facilities were adequately <br />maintained and were working properly. No subdrain system is <br />regLlired by our permi*_, since geotechnical ins*estigatior. fcr the <br />disposal site revealed no ground water present. Permanent out <br />slopes are approximately one-third complete on the toe of sub-area <br />2-3. These out slopes are stable. A groundwater monitoring well <br />has been installed between sub-area 1 and sub area 2-3. To date no <br />water has accumulated in the well. <br />Sub-area 1 has been reclaimed and is no longer in use. To date, a <br />total of 1,342,226 tons of refuse have been placed in sub-area 2-3. <br />Construction of sub-area 4 has been completed. Lifts are being <br />placed at the north end of sub-area 4 and a total of 178,352 tons <br />of refuse have been placed to date. <br />Daeredo Mine <br />P.O.
