The work outlined in your
proposals would appear to satisfy the regulatory requirements for baseline data and
vegetative reference areas. I have made some comments below which you might take into
consideration before you begin field work.
In regard to establishment of historic records, I would suggest we discuss some of the points
below prior to any additional work on your part.
BASELINE DATA COLLECTION
The soil mapping work should be done at the equivalent level of a first order soil survey
where soil boundaries are defined throughout their length. I am not sure how detailed the
Forest Service mapping for this area is, since I do not have that information in the office.
I would suggest mapping at a scale of 1:200, as you proposed for the vegetation mapping.
The vegetation sampling plan sounds adequate. It might be worthwhile to collect woody
plant density data in the riparian community if a seed mix and/or success standard for that
community need to be developed. I do not know the status of grazing in the study area.
Ideally, grazing exclosures should have been constructed during the season of sampling. If
the area is available for grazing, the impact of grazing should be evaluated in some manner.
Finally, the sample adequacy calculation in your proposal suggests using a Student's t value
for the 95% confidence level. The t values from atwo-tailed test at the 90% confidence
level would be adequate.
