INTRODUCTION <br />This report addresses the surface disturbance assoirated with the mining operations of t~pnu Empire <br />Corporation (CEC). This longwall ystem was initially <br />installed in 1985 while CEC was in the process of extracting the overlying "F' seam. Historically, <br />underground mining has been conducted near the current operations since the 1930'5, primarily along <br />oulerops and in scltms above those Nrrently being mined b}' CEC. Additionally, Utc adjaccnl Trapper <br />surface mine has disturbance and reclamation over and adjacen[ to the CEC mines. One such reclaimed <br />area is the Utah Trott shown on the Map AR-1. This parcel originally wnsis[ed of 199 acres but in 1987 <br />a portion of the parcel was transferred back to Trapper and CEC retains rulatnation liability on the <br />remaining 1S8 acres. Bond rclatsc sampling has ban condtitted previously on this area and was <br />conducted in 1996. wQditionat sampling Witt lx required to complete Uie PI19V I[[ tiottd release process. <br />CEC has responsibility for the Williams Fork Strip Pit. The rtrajorirv of the pit was reclaimed in 1981, <br />with the remainder reclaimed in 1987. The Number 9 Mine was stared in 1976, and produced coal un[il <br />1981 after which Utne Ute mine was sealed due to market and mining conditions. The Number 9 Mine <br />portal area cut is currently utilized as a refuse disposal area in accordance with Utis permit. <br />Surface faeililics and Current dishtrbances associated with the operation include the stockpile facilities, <br />portals, roads. breaker building, offices, conveyance system. uareltouse/sltop, silo, railroad track, ponds, <br />ditches, waste water treatment ystem, refuse disposal areas. and satellite storage buildings. There are <br />several areas of pre-law mining within the CEC permit boundary for which CEC is not responsible. One <br />of these areas enwmpasses the Hart mine fire work which has been and will continue to be conducted by <br />the Livision along the ottlerop where tlic coal is smoldering. <br />Given drat the curcent disturbances arc limited to those areas necessary for the operation of [he mine, CEC <br />does not anticipate any large scale reclamation to be undertaken in [he near future. 'the Number `/ Ivhne <br />refuse area still contains storage voluirte due to the face drat the operation Ilan been in temporary cessation <br />and no material has been hauled to Ute area during cite present year. At such time as reclamation <br />commences CEC will follow the approved reclamation plan presented in the pcnnit. <br />2. 1997 Reclamation <br />No additional recl;lmation work, ertccpl Cor p;trti;il backClting and grading oC tltc No.S portals, was <br />conducted during 1997. The backfilling of rile No. 5 Mine portal is not complete, therefore the <br />reclanwtion table has not been modified to reflect this work. Tlie Amoco Pipeline corridor was seeded in <br />1996 and CEC wilt continue to visuall}• monitor the vegetation establishment in this arClr. Table AR-1 <br />was updated in the 1996 ARR to include dales of seeding for the Williams Fork Strip Pit. Utah Tract and <br />Amoco PipClinc corridor, Map AR-1. Annval Rttlatnalion Slants Map as oC 1!1!95, with a revision date of <br />1/97, in incorporated into Iltis report by reference.
