EXPLOSIVES USAGE
Discussion
The conclusion of 1995 brought with it the decision by Coors Energy
Company (CEC) to not renew its Explosives Use Permit. This action was the
result of (1) having concluded demolition of the Tipple Complex and its
concrete structure and supports, (2) finding itself with a meager inventory of
explosive items, too small to be effectively used for any purpose but enough
to be a nuisance if kept around, and (3) having no plans for activity in the
near future which would require the use of such materials. Future
requirements for explosives use will likely be of such a nature that they can
be contracted, rather than being done "in-house".
L~ response to the receipt of Division forms for the 1996 Explosives Permit
renewal, Coors Energy Company submitted a letter stating its intent to
discontinue the use of explosives, indicating that all remaining inventories had
either been consumed or destroyed (the small amounts and types of materials
were such that the explosives suppliers would not accept them for
restocking), and requesting a "close-out inspection" of the storage facilities
and records (copy of letter attached, for reference). When the inspection has
been completed, and the Division's requirements satisfied, the equipment and
structures associated with this activity will be scheduled for removal as part
of the reclamation process.

AHR-1995 -119-
