Rule 4.09.1(lla). <br />During the quarter beginning October 1, 2002 and <br />ending December 31, 2002, I inspected the area in which the <br />West Pit Excess Spoil Fill is being constructed. The <br />purpose of these inspections was to inspect the fill <br />During the quarter little progress was made on the <br />West Pit Fill. No overburden was hauled to backfill in the <br />West Pit due to spoil room constraints. Topsoil was dumped <br />on the West Pit backfill bench below the 7350 elevation on <br />the north side of the fill. No sloping to final grade <br />occurred either. <br />Attached to this report is my certification that all <br />construction requirements have been met thus far in <br />constructing the West Pit Excess Fill. <br />~.~ ~ ~~ <br />Stephen R.
