The net result will be increasing the existing elevations for the land, but the <br />final contours will be compatible with the surrounding land systems. Some of the benefits of <br />the joint use of the land will be as follows: <br />• There is a public need for the recycling and depository activities proposed in this <br /> application. The lack of this public service is described in Douglas County documents <br /> included as Appendix 13 hereto. <br />• The location of this facility will minimize traffic and road costs incurred over the <br /> highway system throughout the county and over state roads. <br />• Present mining activity has the local approval to continue surface disturbance for an <br /> indefinite period of time. Based on the last 20 years of clay withdrawal from the site, <br /> the mining disturbance could easily exist for 200 more years. <br />• Joint use of the surface and the mineral activity will benefit the community by returning <br /> the land to a natural wildlife habitat within the next 30 years. <br />• The mining activity is not reclaiming the land it disturbs, whereas the joint use by the <br /> Sedalia Project and the mine will result in the disturbance being controlled, reclaimed, <br />• and revegetated in a planned and orderly manner. <br />• The entire property will be set aside for wildlife habitat and deeded to a conservation <br /> group or held for non-urban development. <br />• The proposed Sedalia Project will not require any additional lands being removed from <br /> the current special use category. <br />• The resulting reclaimed depository will be more environmentally desirable that the <br /> long-term disturbance currently practiced by the clay mining activity. <br />• The private acreage adjacent to the subject property is currently being used as a non- <br /> permitted, for-profit repository by the landowner and is now open to the public. This <br /> activity does not comply with any of the regulations of the CDPHE for disposal of <br /> waste. <br />• The Sedalia project is bordered on the south by the local electric cooperative, on the east <br /> by vacant open-space lands, on the north by a private landowner operating anon- <br /> permitted construction debris repository, and on the west by several individual <br /> landowners. <br />• The adjacent lands surrounding the Sedalia Project aze in the industrial and commercial <br /> corridor along Highway 85. <br />• A traffic study has been made by professional consultants to determine the net effect of <br /> the traffic on the roads of the county and has concluded that there will be minimal <br />. impact to the existing system. <br />woai9irzi9iswn~.r~niooo aac Sedalia Recycling Center and Depository <br />
