October 2000 -10- 003-2191 <br />SECTION 2 <br />MINIMUM STANDARDS <br />2.1 SITE AND FACILITY STANDARDS <br />2.1.] The Sedalia Recycling Center and Depository will comply with all applicable state, <br />local and federal laws and regulations. Copies of permits and approvals will be <br />maintained on site and at the corporate offices. The Operator will obtain all necessary <br />operating, fuel storage, and water quality permits. These permits aze expected to <br />include permits for storm water control, county special use permits, highway access <br />permits, dust control permits, and other permits as required. <br />2.1.2 The depository shall not knowingly receive any hazazdous waste. The Operator shall <br />implement a program for the detection and prevention of the disposal of liquids, acids, <br />'~~ toxic substances, PCBs, and other hazardous waste. The hazardous waste exclusion <br />program has been included in the Operations Plan in Appendix 11. In regazds to having <br />a proven history of implementing such a program, operator has successfully <br />implemented a program for its municipal solid waste facility in La Plata County. There <br />have been no occurrences of non-compliance at that site. The operator has a history of <br />successfully screening to eliminate hazardous waste, and will be successful at the <br />Sedalia Facility. The company is familiaz with training and employee programs <br />necessary to fully implement a hazardous waste detection program. The operator shall <br />implement a Waste Chazacterizationand Disposal Plan in accordance with this section. <br />The plan has been attached in Appendix 11 hereto. <br />2.1.3 Nuisance conditions shall not exist at or beyond the site boundary. This shall include <br />fencing, use of wind screens, noise control such as mufflers on equipment, dust control <br />to include watering and use of magnesium chloride, paving, concrete, control of <br />unexpected bird and rodent vectors by covering materials and compacting daily. <br />' Because the fill will be for construction debris it is not expected to attract bird or rodent <br />VOMI91RI915ed~liWmnn1000 EOC Sedalia Recycling Center and Depository <br />
