One <br />of those items was the committment to complete construction on the <br />stabilization problem by February 1, 1982. Tl~e second stipulation caas <br />an agreement to properly design the drainage system and allow Piined <br />Land Reclamation to review the design - this being available 90 days <br />after my July letter. <br />The tentative design has been completed by the L'te engineering & <br />Surveying Company in Delta, Colorado. Ute Engineering needs some <br />additional data [o properly finalize the design. MLItU is now requiring <br />geotechnical work be performed on the Blue Ribbon Mine bench that had <br />not been addressed in the adequacy review letter. A geotechnical <br />evaluation is committed to in the new permit application. Ute Engineering <br />would like to have some data from the geotechnical study available to <br />them by December 15th in order to finalize the construction sketches. <br />The February 1, 1932 construction deadline should be met with no <br />problem. Some intermediate steps need to progress smoothly to make <br />this a realistic torget. [Slue Ribbon Coal Company would like to have <br />MLRD's comments on the geotechnical proposal in the permit application <br />before proceeding with that work. The target date for awarding the contract <br />for the work is November 23, 198]. The technical. data that Ute Engineering <br />needs Erom Chat study should be available to Chem in late December. The <br />December 15, 1981 date mentioned by Mr. Clack 'in the Ilte letter may be <br />a little optimistic after reconsidering the needed steps to complete this <br />task. As long as B.iue Ribbon Coal Company can maku the FeoCechnical <br />information available to Ute Engineering by the end of December, it should <br />not be difficult to Finish the construction sketches by January 15, 1982 <br />and have the site construction on the drninagc system installed by the <br />February 1, 1982 deadline. <br />
