SNELTON, Director <br />July 13, 1987 <br />Mr. Rick Mills <br />Colorado Yampa Coal Company <br />29588 Routt County Road 27 <br />Oak Creek, Colorado 80467 <br />Dear Mr. Mills: <br />The Division has completed its review of the Annual Hydrologic Report <br />submitted for Mine No. 3. A copy of the review is enclosed. Analysis of <br />information presented in the report has resulted in the Division requesting <br />that the following changes in the monitoring program be implemented: <br />1) The detection limits for cadmium (ground water) and mercury (surface <br />water) are greater than the respective material damage criteria used by <br />the Division. CYCC is requested to improve its detection limit <br />capabilities for cadmium and mercury to concentrations equal to or less <br />than the appropriate material damage concentration. <br />2) CYCC is requested to generate a discharge rating curve that accurately <br />represents the flow at site 29. The current rating curve under-estimates <br />the discharge at this point. The new rating curve must be capable of <br />determining peak spring flows.
