<br />' 1.0 INTRODUCTION <br />' 1.1 Background <br />In July, 1998, a chemical release was reported at the Montgomery Pit, B & B Excavating facility in <br />' Eagle County, Colorado. This facility is located on US Highway 6, approximately 2 miles west of <br />the town of Eagle, Colorado. The chemical release occurred when two drums of Repco Kill R weed <br />killer were dumped onto a stockpile of soil to be used for construction products including sand, <br />' gravel, road base and asphalt concrete. The stockpile of potential contaminated soils was <br />approximately 1,000 cubic yazds. The Repco Kill II weed killer contained 2%2,4-D, 2%Bromacil, <br />and 90% Diesel. <br />' B&B Excavating retained Greg Lewicki & Associates and TechLink Environmental, Inc. (TechLink) <br />to perform an Environmental Site Investigation at the Montgomery Pit in response to the reported <br />' chemical release. A description of site investigation activities, sampling program, lab results, <br />findings and recommendations aze presented in this report. <br />1.2 Site Description <br />' The Montgomery Pit facility is approximately 46 acres. Operations at the Montgomery Pit include <br />open pit sand and gravel mining, gravel crushing, vibratory screens and classifiers, sand and rock <br />' washing plants, process water ponds and settling basins, sand, gravel and road base stock piles, a <br />ready-mix concrete batch plant, ahot-mix asphalt batch plant, fuel and oil storage, equipment <br />storage, an equipment bone yazd, and truck scales. <br />' The site is located next to the bank of the Eagle River. The layout of facility operations and the soil <br />stockpile with respect to the Eagle River aze shown on Figure 1. <br />1.3 Scope of Work <br />' The following activities were conducted as part of this investigation: <br />• Review of the "Draft Sampling and Analysis Plan (SAP) for the Montgomery Pit <br />' Facility" (Dames & Moore, December 1998) <br />• Review of the "Amendment to the SAP Montgomery Pit" (Greg Lewicki & <br />' Associates, January 29, 1999) <br />• Review of the "Response to Comments, Draft SAP, Montgomery Pit, Permit M-86- <br />104" (Greg Lewicki & Associates, January 1999) <br />' Preliminary field investigation <br />• Site assessment including soil and water sampling <br />• Analysis of soil and water samples <br />' Review of analytical results and report write-up <br />Environmental Site Investigation Montgomery Pit <br />' Techl.ink Environmental, Inc.
