JuL ~ E ~99 <br />M1hi+e,Nanrrger <br />ti~ined _~n;~ <br />~eclamatien Diviaicrs <br />June 29, 1992 <br />Ms. Janet Binns <br />Reclamation Specialist <br />Colorado Mined Land Reclamation Division <br />1313 Sherman Street <br />Denver, CO 80203 <br />Re: Professional Certification Document for the Coal Processing <br />Waste Bank on Deserado Mine Property, Bonanza Power Project <br />File No. C-018-81. <br />Dear Ms. Binns: <br />On June 29, 1992 I performed an inspection of the Deserado Mine <br />refuse pile sub-areas 2-3 and 4. <br />I am.a professional engineer registered in the State of Colorado <br />and my experience fulfills the requirements of Colorado Surface <br />Coal Mining Reclamation Act. <br />The purpose of my inspection and certification was to ensure proper <br />construction of the refuse pile and to satisfy the requirements of <br />Rule 4.09 1 (11) of the Colorado Mined Land Reclamation Board. <br />Three small seeps located at the north end of refuse sub-area 2,3 <br />were evident. One of the three seeps has dried up. The other two <br />had water flows of less than one-half gallon per minute. A <br />corpc.site water ;uality sample was t?ken of .`.he seen water and sent <br />to a commercial lab for testing as per a request during the <br />OSM/CMLRD inspection on June 23, 1992. This test will determine <br />any toxic effect of the water to wildlife or livestock. <br />The surface drainage facilities were adequately maintained and were <br />working properly. No subdrain system is required by our permit, <br />since geotechnical investigation for the disposal site revealed no <br />ground water present. ?ermanent out slopes are approximately 52~ <br />complete on the toe of sub-area 2-3. These out slopes are stable. <br />A groundwater monitoring well has been installed between sub-area <br />1 and sub area 2-3.
