Long Division Director The Division of Minerals and Geology received Colowyo Coal Company L.P. 1994 Annual Reclamation Report (ARR) and Annual Hydrology Report (AHR). Both reports were received on February 23, 1995. The Division has the following comments regarding the ARR and AHR that should be addressed by the operator; ~v~~ 1. A vegetation monitoring plan is set forth on Page 4.15-1 of the permit application. The stated purpose is to "evaluate the success of shrub planting and mature transplants, natural reinvasion by sagebrush, as well as general herbaceous vegetation success..." The plan calls for collection of 1st growing season frequency data, second growing season herbaceous cover and woody plant density data, and thereafter sampling of herbaceous cover and woody plant density every third year. The data is to be submitted in the annual reclamation report. Review of the 1992, 1993, and 1994 annual reclamation reports indicates that the 1st year frequency data and all required herbaceous cover data has been provided, but no woody plant density data was included in any of the reports. An explanation for this discrepancy will need to be provided, and any woody plant density data collected as specified in the approved permit will need to be submitted for inclusion in the appropriate year's annual reclamation report.
