Box 772129 Steamboat Springs, Colorado 80477 Att: Mr. Mike Kondelis Subject: Quarterly Inspection Excess Spoil Disposal Area II Eckman Park Facility Job No. 88258 Gentlemen: At your request, we made an inspection of excess spoil disposal Area II on January 25, 1983. The purpose of our inspection was to observe con- struction procedures and examine for evidence of instability. Spoil was being placed in the northeastern one-quarter of the disposal area at the time of our visit. Placement was near the design elevation of the spoil facility and it appeared that placement was occurring in average 4- foot lifts. The outslopes of the disposal facility below the area of placement had been graded to approximately 2.5 or 3 to 1 (horizontal to vertical) and benches were present at 50-foot vertical spacings. No evi- dence of slope instability or previous failures was apparent on Spoil Area II at the time of our inspection. The materials being placed at the time of our site visit originated from the Area 80 box cut and consisted primarily of slakeable shales with some non-slakeable sandstones. We understand that construction of Area II is nearing completion with the last placement of spoil to occur within about one month.
