The purpose of our inspection was to observe con- <br />struction procedures and examine for evidence of instability. <br />Spoil was being placed in the northeastern one-quarter of the disposal area <br />at the time of our visit. Placement was near the design elevation of the <br />spoil facility and it appeared that placement was occurring in average 4- <br />foot lifts. The outslopes of the disposal facility below the area of <br />placement had been graded to approximately 2.5 or 3 to 1 (horizontal to <br />vertical) and benches were present at 50-foot vertical spacings. No evi- <br />dence of slope instability or previous failures was apparent on Spoil Area <br />II at the time of our inspection. <br />The materials being placed at the time of our site visit originated from <br />the Area 80 box cut and consisted primarily of slakeable shales with some <br />non-slakeable sandstones.
