Construction <br />595 Taylor Street <br />Craig, CO 81625 <br />Attn: Mr. Bud Bower <br />lob No. 95-2296 <br />III 1111111111111 III <br />As requested, Northwest Colorado Consultants, Inc. has prepared this letter outlining our inspections <br />made during the fourth quaner of 19.98 at the Waste Coal Area, which is located at the Foidel Creek <br />Mine in Routt County, Colorado. <br />We visited the project site on October 22, December 3, 10 and 22, 1998 to inspect the waste coal area. <br />At the time of our visits, the contractor was generally placing and compacting the waste coal materials in <br />the northern end of the waste coal area. The contractor was also beginning to stockpile the waste coal <br />materials in the south central portion of the waste coal areas. A number of compaction and moisture <br />content tests were taken on the compacted fill materials during these site visits. The approximate <br />location of the tests are shown in the attached Figure ql. Copies of our compaction test results and daily <br />reports are also attached. It should be noted that the abbreviations given in the Nuclear Density Test <br />Results (Proctor Data) are as follows: Maximum DD =Maximum Dry Density and OMC =Optimum <br />Moisture Content. Both of these values have been determined in accordance with ASTM <br />D698/AASHTO T99. <br />Based on our part-time observations, inspections and [he compaction test results, it appeazs that the waste <br />coal materials were being placed and compacted in general accordance with the project plans and <br />specifications. <br />As suggested in our previous quarterly report, the water levels in the monitor wells, installed on October <br />23, 1997, were measured during this quarter on a monthly basis.
