Long <br />Division Director <br />I have completed my cursory review of the 2000 Foidel Creek Annual Hydrology Report. <br />During the review, it became apparent that there may be a misunderstanding between TCC <br />and the Division concerning the surface water monitoring requirements. Before doing a <br />thorough review of the report, I wanted to make sure that the Division has all the available <br />data. <br />In the AHR text under the heading Surface Water Monitoring the operator states; <br />"Prior to the approval of TR-35 (May 2000), the permit required 12 flow and field parameter <br />monitoring instances to occur between March and September along with 4 water quality <br />sampling events. Prior to this approval, monitoring/samplinghegan in March with extra <br />monitoring and sampling planned to provide the required instances. TR-35 requires only <br />monthly flow and field parameter monitoring with only quarterly water quality sample <br />collection. After the approval of TR-35, the monitoring schedule was changed to comply, and <br />the extra monitoring/sampling was cancelled. As a result, the 2000 Water Year includes <br />fewer surface water monitoring/sampling instances than normal, however, all required <br />monitoring/sampling instances were completed during 2000." <br />According to our copies of the permit and the TR-35 file, the approved plan under TR-35 <br />continues to require 12 flow and field sample events and four full suite quality samples for 14 <br />surface water sites under a'Ylexible schedule throughout the normal flow period March to <br />September. Within this time frame, flow and field parameters will be measured 12 times and <br />four full suite analysis will be conducted:' (Reference Exhibit 14, page 148, TR-35 4/11/00 <br />footnote (1)). <br />The AHR includes 8 flow and field sampling events and 2 full suite samples for the majority of <br />the surface water sites. <br />Obviously, this misunderstanding should be resolved before undertaking any detailed review. <br />TCC should have the opportunity to provide any additional data before moving forward with <br />the review. <br />This concludes my initial review.
