LochheaA
v /~ Executive Diredar
FROM: Larry Routten ~jt[ Michael B Long
` Division Director
RE: Subsidence Cracks on Florence County Rd 115
After your phone call yesterday, I reviewed some of Southfield's mine records in our office.
I will follow up by contacting the mine today. I will ~be attending the Mined Land
Reclamation Board hearings in Victor today so, I cannot visit the mine site. I will call you
later today.
Based on the mine records, it appears the area of the road cracks you described to me is
over an area which was retreat mined in 1995, which would lead to surface cracking and,
possibly settling of 2-3 feet. These impacts are predicted in the mine permit. Surface
cracking was observed in the road west of the area you described just last year when retreat
mining was done under that portion of the road. EFCI reportedly regraded that portion of
the road. Surface cracking and some settling of the road are the only subsidence impacts
anticipated for road 115, and the mine is responsible for repairing any damage to the road.
A subsidence monument very near to the same area subsided 0.48 feet between November,
1994 and May, 1995.
According io mine maps in our office, there are no abandoned mine workings in the area
where you observed the cracks. Therefore, I would not anticipate any features such as the
hole which expressed itself recently [o the west and next to the road. That hole was
apparently connected to old mine workings near the surface. The area you described
yesterday is several hundred feet northwest of the Canon Liberty workings, and several
hundred feet west of the Double Dick and Canon National Mines. The Southfield mine
workings under this portion of the road are approximately 420 feet below the surface.
c: \wp51 \052296
