• SNOWCAP COAL COMPANY <br />Cameo Refuse Disposal Area No. 2 Inspection - 15' Quarter 2003 <br />On March 17, 2003, I performed the required quarterly visual inspection of the Cameo <br />Refuse Disposal Area No. 2 in accordance with Rule 4.10.2. <br />I, J. E. Stover, P.E., have a wide variety of experience in the design and construction of <br />earth fill embankments. Nothing was observed during the inspection that would indicate <br />the pile has a potential for failure. The pile was dry. No seepage was noted around the <br />pile. The pile has been covered with the required 24 inches of non-toxic material. <br />The was a short section of the upper diversion ditch that had noticeably settled. It is <br />located about 500-feet from the end of the west ditch. Some obvious piping had <br />occurred. The area was repaired by placing bentonite in the bottom of the channel, <br />then backfilling the channel and replacing the riprap. The east and west collection <br />ditches are clear. <br />The pile is located in a remote area well away from human habitation. A failure of the <br />pile might damage the haul road and sediment pond located below the pile.
