• SNOWCAP COAL COMPANY <br />South Portal <br />Roadside Refuse Disposal Area Inspection - 15t Quarter 2003 <br />On March 18, 2003, I performed the required quarterly visual inspection of the Roadside <br />Refuse Disposal Area in accordance with Rule 4.10.2. <br />I, J. E. Stover, P.E., have a wide variety of experience in the design and construction of <br />earth fill embankments. Nothing was observed during the inspection that would indicate <br />the pile has a potential for failure. The pile was dry to dam. The upper diversion ditch <br />was inspected. One large rock is located in the ditch immediately above pond 9. <br />The wet area along the north toe of the pile was graded to drain to pond 8. It appeared to <br />be dry during the inspection. The 6-inch diameter ADS drain that collects seepage from <br />the portal was extended to assure this water does not contribute to the wet area along <br />the toe. There was no seepage noted around the pile. <br />A failure of the pile would probably not be a hazard to human life. Even though the pile <br />• is fairly close to the Interstate 70 east bound lanes, if the coal mine waste bank failed, it is <br />unlikely the material would move far enough to encroach upon the freeway. <br />I certify that to the best of my knowledge and belief, that the fill and other aspects of the <br />Roadside refuse pile have been constructed as permitted in the design approved by the <br />DMG. <br />Recommended maintenance: Remove rock <br />• <br />
