Eong
Date• July 30, ]998 Drn~ion Dneaor
In conjunction with Golden Eagle's midterm review, I have also reviewed Basin Resources
annual reclamation report for 1997 for compliance with Rule 2.04.13.
Rule 2.04.13(1)(a) states that the name and address of the permittee and the permit number be
reported. Basin does not have the address on the actual report, however the operator's address is
listed on the accompanying coversheet on the company letterhead. Therefore the reyuired
information is available.
Rule 2.04.13(1)(e) states that "the species, location and number of acres of ve~~etation planted
duriltg that year, including any augmented seeding or cultural practices," be reported. Basin
reported the location, acreage and refers to the "pasture land seed mix" as being seeded in l99?.
The end of the report states that the seed mixes are listed in the accompanying tables. 1 did riot
receive copies of the accompanying tables. Were they submitted? Please ask Basin to provide
evidence of the seed mix planted.
The Division confirms the planted seedmix with the approved mix in the permit so reference to
the permit seedmix would not be sufficient. Submittal of seed tags from the seed bags could be
submitted to confirm seed mix used. Billing receipts which provide the needed detail from the
seed supply source could be used to confirm seed mix. Information relating to quantity of seed
per acre needs to be submitted by Basin Resources.
Were any cultural practices employed? Cultural practices may include mulch application,
contour seeding, fertilizer application, soil amendment application. Please have Basin Resources
report mulching rates and locations, seeding method (drill vs. broadcast), and any other cultural
inputs they may have used. (Ex. fertilizer application and rates...)
All other items were in compliance with Rule 2.04.13 for the 1997 report.
M:\coal\jhb\8 ] 013arr.wpd
cc: Golden Eagle, C-gl-OI3, public Ole
