As these ar~~ the first <br />annual reports, affected acres during the year are marked to <br />include operating locations from July 1, 1976 (effe=ctive date <br />of HB-1065) to September 15, 1979 (about a month prior to the <br />10/10/79 permit anniversary date). As the several phases of <br />mining (topsoil, overburden, deposit, etc.) make i~t impractical <br />to designate acreages at the anniversary date, gen~;ral operating <br />areas only are indicated from the standpoint of fig°st disturb- <br />ance in time. As an example, there is often a 100 percent over- <br />lap of last year (outlined in black) and next year (outlined in <br />yellovr) operating areas. Also, because of practic:il considera- <br />tions, next year's operating areas and bond additions often <br />encompass several years of future operations. <br />
