III. COMMENTS =.C'OMPLIANCE <br />Below are comments on the inspection. The comments include discussion of observations -made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />been graded and temporarily reclaimed with a six inch soil cover <br />and stabilization seedmix. Final reclamation will occur in <br />conjunction with reclamation of the entire South Portal Facility <br />Area, and will entail regrading of the upper portion of the pile, <br />construction of bench drains, a permanent drainage channel, <br />placement of additional refuse cover, and permanent revegetation. <br />The flat top of the refuse area is currently being used as an <br />equipment storage facility, in accordance with the approved permit. <br />A relatively effective cover of seeded grasses, shrubs and <br />cheatgrass has been established on the refuse slopes. There are <br />shallow rills in some areas, but no areas of excessive erosion. <br />Diversion and collection ditches appeared to be relatively free of <br />sediment accumulation, with no eroded segments. The pile exhibits <br />no indications of instability. <br />Detailed Measurements of Slopes, Ditches, and Terrace Drains <br />Data summarization has not yet been completed. Determination of <br />ditch design compliance will entail SEDCAD computer evaluation, <br />which has not been completed. This information will be included in <br />an addendum to the report when it is completed. <br />Wildlife <br />Division of wildlife had commented on Permit Revision No. 2, <br />currently under review, and indicated that replacement of surface <br />rock on final reclaimed surfaces should be undertaken during <br />reclamation to provide hiding cover, shade, etc. for small mammals <br />and reptiles. A meeting was arranged at the site to come to some <br />resolution regarding placement specifications for inclusion in the <br />amended permit text. Following some discussion, preliminary <br />agreement was reached, with the plan to specify that for areas <br />reclaimed in 1997 or later, at least 10 rocks, minimum 24-30" <br />diameter would be placed within every 300 foot horizontal segment <br />of a reclaimed bench, with a maximum 50' spacing between rocks or <br />rock groups. DOW representatives emphasized that scattered <br />individual rocks or small rock groups would be preferred to large <br />rockpiles. <br />
