<br />Below are comments on the inspection. The comments include discussion of observations made <br />during the inspection. Comments also describe any enforcement actions taken during the <br />inspection and the facts or evidence supporting the enforcement action. <br />General Observations <br />CRDA-2 <br />CRDA-2 was inspected the morning of August 5. The active surface '- <br />of the pile had recently been graded and compacted, with refuse <br />currently being dumped at the extreme eastern end of Bench 5. <br />Operator indicated that compaction testing would be conducted on <br />the completed lift during August. Additional grading is still <br />necessary to establish final grade on the Bench 4 drain near the <br />corner at the east end of the pile. Wet spots have prevented final <br />grading in this area. <br />There was no evidence of rilling or gullying on reclaimed benches <br />(Benches 1, 2, and 3), and final bench drains were well maintained, <br />with no accumulation of refuse sediment, or rilling. East and West <br />Collection Ditches (JJ), and Permanent Diversion Ditch GG were dry, <br />with minimal sediment accumulation, and no areas of significant <br />rilling or gullying. Culvert sizes were in accordance with <br />approved designs, and were properly maintained. One maintenance <br />item was noted; a small hole of unknown origin was observed in the <br />bottom of the permanent diversion ditch, approximately 1/3 of the <br />way along the ditch from the west end. The hole is approximately <br />10" by 3" at the surface, and appears to be at least 2 feet deep. <br />The hole needs to be filled in. <br />Perennial vegetation seeded in 1994 is well established on <br />reclaimed benches 1, 2, and 3. Dominant species include fourwing <br />saltbush, shadscale saltbush, winterfat, greasewood, and various <br />wheatgrasses. Shrubs are quite dense in some areas, providing soil <br />protection and cover for small game. A covey of chukar partridge <br />was flushed from a shrub stand on the lower portion of the pile. <br />No spring or seep areas have developed on the reclaimed benches, <br />and no cracks, slumps, or other indications of instabililty were <br />observed. <br />CRDA-1 <br />CRDA-1 was inspected on the afternoon of August 5. Loose refuse <br />has been spread over the major portion of the current working bench <br />(Bench 5). The material will need to dry further before it is <br />final graded and compacted. Bench drain /(4 has been "roughed in", <br />but is not yet finalized. The lower three benches are reclaimed, <br />and were topsoiled and seeded in 1994. <br />
