<br />INSPECTION OF ACTIVE AREAS 2-3 . 4 and Sa <br />There are no apparent points of seepage, or indications of slope failure on the active piles. <br />The surface drainage facilities were adequately maintained and were working properly. No subdrain <br />system is required by our permit, as geotechnical investigations for the disposal site revealed no <br />ground water present. Permanent out slope remain at approximately 80% complete on the toe of sub- <br />area 2-3 and approximately 50% complete on the toe of sub-area 4. These slopes appeared stable. <br />Pit 5 consists of independent piles of material with one Gft currently being constructed in the <br />northwest area of the pit. The stockpiled material that had been on the lower portion of sub-area 2-3 <br />has been spread. A groundwater monitoring well had been drilled between sub-areas 1 and 2-3. To <br />date no water has accumulated in the well. <br />At the end of the fourth quarter a total of 1,864,744 tons of refuse have been placed in sub-area 2-3, <br />a total of 1,302,316 tons of refuse have been placed on sub-area 4, and a total of 215,024 tons of <br />refuse have been placed in sub-azea Sa. <br />A total of 7 compaction tests were performed on sub-area 4. All of the compaction tests exceeded <br />90% of Proctor for the refuse material. <br />The spreading and compaction of lifts ceased in mid October 1994 as the weather had tuned cold and <br />the lifts would not dry properly. No spreading or compaction occurred in pit 5 until the end of <br />March. Currently the bulk of the pit 5 refuse is being stored, spread and compacted .- <br />Both the topsoil and subsoil piles for sub-areas 2-3 and 4 have been seeded and are stable. All of <br />these seeded areas plus the azea disturbed during the reclamation of sub-area t show vegetative <br />growth. The topsoil and sub-soil piles along with the pond and other disturbed areas associated with <br />pit Sa that were seeded last fall are showing signs of spring growth. All organic material and topsoil <br />was removed prior to the storage of refuse in all areas. <br />Sub-area 1 has been reclaimed and is no longer in use. <br />
