An inspection
date of January 4, 1993 was shown in error on this letter.
On June 4, 1993 I performed an inspection of the Deserado Mine
refuse pile sub-areas 2-3 and 4.
I am a professional engineer registered in the State of Colorado
and my experience fulfills the requirements of Colorado Surface
Coal Mining Reclamation Act.
The purpose of my inspection and certification was to ensure proper
construction of the refuse pile and to satisfy the requirements of
Rule 4.09 1 (11) of the Colorado Mined Land Reclamation Board.
There are no apparent points of seepage in refuse area 4 and there
is no indication of slope failure. Two seep areas at the north end
of pit 2/3 have started to produce small quantities of water. A
water quality sample will be taken when flow is adequate, as part
of our seep monitoring hydrologic requirements. There is no
indication of slope failure in Refuse Area 2/3.
The surface drainage facilities were adequately maintained and were
working properly. No subdrain system is required by our permit,
since geotechnical investigation for the disposal site revealed no
ground water present. Permanent out slopes are approximately 600
complete on the toe of sub-area 2-3. These out slopes are stable.
Deserado Mine
P.0.
