Box 550
Rocky Ford, Colorado 81067
Re: Valco, Inc. - Rocky Ford South Pit - Otero County Permit No. 77-222
Dear Mr. Brubaker:
The 1984 Annual Report and Annual fee was received by our office on January
29, 1985. Thank you for your consistency in reporting to us.
After reviewing your file, I noticed that although backsloping and topsoiling
of stages 0 and I have occurred, the revegetati~rn phase (including
fertilization and mulch application) of reclamation for Stages 0 and I has not
been completed. Please try to seed as soon as possible to stabilize and
conserve the topsoil resource.
In the future, seeding should follow topsoil replacement immediately. If
seeding is infeasable, topsoil application should be deferred until the time
se~clirig is possible. Planting a cover crow or mulching unseeded topsoil are
alternative soil conservation practices.
In addition, topsoil stockpiles should be graded to 2H:1V slopes or gentler.
Topsoil stockpiles need to be stabilized with a cover crop, if you have not
done so already.
I would truly appreciate any results or general observations noted concerning
the reclamation research performed at this sif.e. '•lethods, chronology, etc.
would help in understanding the project.
Rec:ldulation research such as this aids in the understanding of ecological
systems, which is one foundation for formulating laws, rules, and regulations.
Thank you.
Sincerely,
Camille M.
