Construuion <br />595 Taylor Street <br />Craig, CO 81625 <br />Attn: Mr. Bud Bower <br />Job No. 95-2296 <br />Subject: On-site Inspections, Waste Coal Area, <br />Foidel Creek Mine, Routt County, Colorado. <br />Gentlemen, <br />As requested, Northwest Colorado Consultants, Inc visited the projeu site on September 7, 8, 11, 14, <br />18 and 24, 1995 to observe and inspect [he next phase of the tce drain and toe buttress excavation being <br />installed for the Coal Waste Pile. The contrauor had previously completed the toe drain for the <br />northern 360 feet. TLe subjeu projeu is located at the Foidel Creek Mine in Routt County, Colorado. <br />At the time of our visit on September 7, 1995, the convauor had completed approximately 550 lineal <br />feet of additional toe buttress excavation and had begun to haul in and stockpile the drainage rock <br />along [he east side of the proposed drain location. The [ce buttress excavation ranged from 35 to 45 <br />feet in width and was excavated into the underlying shale bedrock materials. The uphill slope of [he <br />excavation was constructed from a 2 (horizontal) : 1 (vertical) to a 1/4 (horizontal) 1 (vertical) <br />configuration. Photographs of [he toe buttress excavation (Photos #1 & #2), taken on September 7, <br />1995, are attached . <br />At the time of our visit on September 8, 1995, the contractor had started the cotutruuion of the toe <br />drain from a point which was approximately 360 feet south of the outlet drain. The contractor had <br />placed approximately 310 lineal feet of drainage rock to the south of the previously installed drain. The <br />drainage rock was placed in a triangular configuration which ranged From 7 [0 8 feet in width and <br />approximately 36 inches in height over a layer of Cilter fabric Filter fabric had also been placed over <br />the top of [he gravel; however, the fabric placed over [he [op of the gravel was an impervious, woven <br />material. We advised [he contractor that this fabric was no[ acceptable and the fabric would have to be <br />removed and replaced with a material equivalent to Mirafi 140N as outlined in the project <br />specifications. Photographs of the toe drain (Photos #3 and #4), taken on this date, are attached. <br />As requested by the contractor, we visited the site on September 11, 1995 to reinspect the toe drain. <br />The contractor had removed the fabric from the top of the gravel as requested; however, they had not <br />placed any new fabric over the gravel. A[ the time of our visit on September 14, 1995, the contractor <br />had placed two rolls of Amoco Petromat along the side of the drain.
