As previously <br />discussed, the determination of average uranium content would be determined by actual field <br />work which would involve a radiometric survey of the materials at issue. <br />Survev Method Rationale. As stated in our letter of September 12, 1996, survey methods have <br />become fairly standardized as a reliable field investigation procedure to determine the radioactive <br />materials content or activih7 in rocks or soil. While there aze general pazazneters for the surveys, <br />all of the survey methods recognize the need to tailor each method to site specific parameters. <br />Our September 12 letter included three documents describing survey approaches. The three <br />surveys cross a wide range of situations, ranging from a method utilized for mine sites to a <br />method used for surveys designed for use at uranium processing facilities. <br />For the Sunday properties, EFN chose to use the method that is designed for mining <br />properties. Our chosen method is utilized by the Wyoming Department of Environmental <br />Quality, Land Quality Clivision ("WDEQ/LQD"). See WDEO/LOD Guideline No. 3. <br />Radioloeical Survey. Data from this survey method aze used to establish premining radiological <br />baseline as well as to assist in establishing reclamation goals. <br />
