During my last inspection, Jim Kiger made the comment that he
didn't think that Colowyo needed to submit quarterly inspection
reports until the fill was finished [ie just for the "critical
construction periods" mentioned in the permit]. I mentioned that
I didn't think that was so.
I wanted to get back to Jim on this in order to caution him that
reports were to be submitted on z
the construction period and post
he would relay the message to Jim
quarterly basis throughout both
construction. Juan told me that
who was in Denver for a meeting.
According to Jim Pendleton (conversation 3-31-93), the clock starts
on the quarterly reports from the date the project is initiated on
the ground. Topsoil salvage began on the Section 16 Fill on 8-24-
92 according to Colowyo's 1-25-93 inspection report, this would
have made the due date for the quarterly report on 12-10-92
according to Rule 4.09.1(11) (3 months plus 2 weeks for submittal).
The first quarterly report was received on 1-25-93, along with
three reports on critical construction periods.
I told Juan that although the first quarterly report was due on 12-
10-93 that we would use 1-15-93, based on two weeks past the end of
the calendar year, as the due date for the first quarterly report.
Based on this, that the due date for the next quarterly report
would be April 15. 1993
Two reports on critical construction periods were late in being
submitted. Removal of topsoil and organic materials was completed
on 9-24-92 but the report was not received until 1-24-92.
Placement of the underdrain was complete by 12-9-92 but a report
was not received until 1-25-92.
