Wathen <br />DATE: March 31, 1993 <br />SUBJECT Section 16 Fill: Quarterly Reports <br />PERSONS CONTACTED: Juan Garcia (in Jim Riger's absence) <br />HOW CONTACTED: Telephone <br />During my last inspection, Jim Kiger made the comment that he <br />didn't think that Colowyo needed to submit quarterly inspection <br />reports until the fill was finished [ie just for the "critical <br />construction periods" mentioned in the permit]. I mentioned that <br />I didn't think that was so. <br />I wanted to get back to Jim on this in order to caution him that <br />reports were to be submitted on z <br />the construction period and post <br />he would relay the message to Jim <br />quarterly basis throughout both <br />construction. Juan told me that <br />who was in Denver for a meeting. <br />According to Jim Pendleton (conversation 3-31-93), the clock starts <br />on the quarterly reports from the date the project is initiated on <br />the ground. Topsoil salvage began on the Section 16 Fill on 8-24- <br />92 according to Colowyo's 1-25-93 inspection report, this would <br />have made the due date for the quarterly report on 12-10-92 <br />according to Rule 4.09.1(11) (3 months plus 2 weeks for submittal). <br />The first quarterly report was received on 1-25-93, along with <br />three reports on critical construction periods. <br />I told Juan that although the first quarterly report was due on 12- <br />10-93 that we would use 1-15-93, based on two weeks past the end of <br />the calendar year, as the due date for the first quarterly report. <br />Based on this, that the due date for the next quarterly report <br />would be April 15. 1993 <br />Two reports on critical construction periods were late in being <br />submitted. Removal of topsoil and organic materials was completed <br />on 9-24-92 but the report was not received until 1-24-92. <br />Placement of the underdrain was complete by 12-9-92 but a report <br />was not received until 1-25-92. <br />I asked Juan to have Jim call me if there were any questions. <br />
