Lamm <br />Governor <br />DATE: February 25, 1985 <br />T0: Susan Mowry 1 ) <br />FROM: Jim Pendleton 1/ <br />RE: Orchard !lzl"fey 1 Annual Hydrology and Subsidence Report - Subsidence <br />Aspects <br />Pursuant to your request, I have completed a review of Colorado Westmoreland's <br />Annual Hydrology and Subsidence Report submitted for their Orchard Valley <br />underground coal mine, in compliance with stipulations placed upon permit <br />No. C-038-83. This report presents a clear rendition of the 1984 subsidence <br />data collected at the mine site. The report also presents a comprehensive <br />discussion of data implications, in terms of a comparison with original permit <br />application subsidence projections. Further, the report projects subsidence <br />occurrences for the coming 1985 season. The report is clear, concise, and <br />unambiguous. <br />In several instances, the report observes that additional monitoring may <br />justify monitoring requirement reduction in the future. I believe that this <br />may well be the case at many permitted mines throughout the state. However, <br />would caution the operator that an appropriate multi-year data base will be <br />required before such a decision would be warranted.
