• The cover performance standard shown in Figure 1 was calculated in accordance with <br />procedures contained in the Seneca II permit based on the weighted average of herbaceous <br />cover in the Mountain Brush and Sagebrush reference areas. Weighting was based on <br />Mountain Brush as 83 percent and Sagebrush as 17 percent of premining vegetation cover. <br />This weighted average (28.7 percent) was multiplied by 2 as per permit formula to obtain the <br />standard (57.5 percent), 90 percent of which was used to place the line on Figure 1 at 51.8 <br />percent. <br />Climatic Data <br />Precipitation data from the Seneca II Mine for the period of January 1982 through July 1997 <br />were provided by SCC. Since the long-term average for the mine exists for only 10 years, the <br />long term average monthly precipitation data from the National Oceanic and Atmospheric <br />Administration (NOAA) for the nearby town of Hayden was used as an appropriate base for <br />comparison. Information on degree-days was also derived from the NOAA records at Hayden. <br />(temperature data for Hayden were not, at the time of writing, officially published; they were <br />provided in unofficial form by the Colorado Climate Data Center at Colorado State University in <br />• Fort Collins). <br /> <br />7 <br />
