Mr. AI Weaver
December 6, 1995 - AHR
Page 2
3) It appeazs that well levels were measured twice in the fourth quarter of 1994. Please verify that future
measurements will occur once per calendar year quarter.
MINE INFLOW/WATER BALANCE
1) It was our understanding that the North Dewatering well was no longer in use as of December 1994.
Please clarify.
2) The permit requires semi-annual mine inflow studies, including both quantity and quality data
collection. Table 2 does not indicate the specific dates of survey observations. Please provide specific
inflow quality and quantity survey dates in response to this letter, and in future reports.
3) Is Table 2, "Estimated Quantity", indicating total gallons for the period July 1994 to June 1995?
Also, please clarify future report submittals.
RECOMMENDATION STIPULATION
I) Stipulations No. 6, l5, 16 and 18 either conFlict or are redundant with language already approved and
contained within the permit document. Some clarification is appropriate. Our recommendations
follow.
2) Stipulation No. 6 can be terminated, since it has been replaced by Stipulation No. 18. Do you
concur?
3) Stipulation No. 18 can be terminated, if specific wording is added to Section 2.05.6 (Monitoring] or
Exhibit 25 clarifying that the report will include not only inflows, but also, water discharged from the
mine, water consumed in the mine, and water imported for use in the mine, as well as a discussion
of water balance within the mine. Also clarify that the semi-annual studies will be conducted during
the spring and the fall of each year. Please provide a minor revision which includes the requested
clarifications.
4) Stipulations No. IS and No. 16 can probably be terminated, since the approved permit language
replaces these stipulations. This matter was discussed with Technical Revision No. l5 (Niid-term
Review). Is this your understanding?
We look forward to your response shortly. Thank you for your cooperation.
Sincerely
av' A. Berry
Senior Environmental Protection Specialist
DAB/gaw
M:\ou\ge\.MWnvc.deb
