The basis for this decision is the following except from Rule 1.8 <br />of the Rules and Regulations: <br />"An amendment is defined as: A change in the permit <br />which... has... a significant effect on reclamation. <br />The Annual Report specifies this area is now a floodplain ihstead of the final <br />land use relcaimed as specified in the permit.
