QUARTERLY COAL WASTE BANK INSPECTION REPOR~E(~~~~~®. <br />CDMR Rules 4.09.1(11) and 4.10.2(2) SEP 0 61003 <br />Givision of Minerals and Geology <br />Mine: Raton Creek <br />Waste Bank MSHA ID. No.: Primary Refuse Disposal Area <br />Inspection Period: Second Quarter 2003 <br />Inspection Date: 06/12/03 <br />General Description or Reference to Site Plan: <br />Raton Creek Mine is in final reclamation. All required structures have been removed, <br />the area brought to final grade, mulched and seeded. Areas of lesser vegetation <br />density were inter-seeded in 2000. <br />Activity During Inspection (Including General Observations): <br />Area was inactive thoughout the quarter. Silt accumulation has been partially removed from <br />the adjacent sediment pond and stockpiled for drying near the toe of the refuse disposal area. <br />Vegetative growth has improved due to precipitation received this spring. The operator had a <br />dozer cleaning silUre-establishing contour ditches on the refuse slope at the time of the <br />inspection. Material from recent pond clean-out was reworked to aid in drying. <br />Drainage: (Discussion of springs. seeps, overland and channel flow, underdrain construction <br />and/or discharge, integrity of 100-yr 24-hr drainage structures, and evidence of positive drainage). <br />No springs or seeps were observed on the refuse side slopes. Positive drainage is established <br />on all areas. Vegetation has been established on reclaimed areas with some tilling on more <br />sparsely vegetated areas. Drainage and diversion structures were operational. <br />Underdrain construction has been completed. <br />Observation of Fill Construction: (Description of material, compaction, lift thicknesses, <br />slopes, and construction methods). <br />Structure has been completed to final grade.
