Dear Ms. Crosby:
Per your May 8, 1998 letter with regard to the 1997 Annual
Reclamation Report for the Seneca II Mine, Permit C-80-005,
Seneca submits the following responses.
Seneca will monitor topsoil replacement activities and the amount
of topsoil spread over the various reclamation areas. This will
allow for quality control and topsoil balance calculations based
on the amounts contained in the respective stockpiles and the
areas that are reclaimed. We will then be able to compare how
these results are faring against the final reclamation plan and
the topsoil replacement depths that were approved in TR-31. The
choice of wording in the Annual Reclamation Report should have
been stated differently. We will also provide the topsoil
replacement depth sampling locations on the topsoil replacement
drawing in future submittals.
Spoil monitoring will be performed on a 300-foot slant grid on
the final graded areas that are completed in 1998. The sampling
parameters are different for the respective Lennox, Wadge and
Wolf Creek reclamation areas. The monitoring program will be
conducted per the approved plans in the permit. Please refer to
Tabs 6 and 9 of the permit package.
Seneca submits several different drawings each year in the Annual
Reclamation Report that pertain to the individual types of
reclamation (backfilled and graded, topsoil replacement, and
seeded) performed at the minesite. The legends for each drawing
correspond to that particular type of reclamation that was
accomplished during the year. We will annotate the drawings to
show the corresponding acreages for each reclamation area. Since
these drawings are to scale, the Division should be able to
digitize areas for any of the polygons depicted on these
drawings.
