__ R'ESIERN • <br />~~= Fl1ELS-UGH <br />INC. <br />_ = A SuA+idiary <br />-~ <br />western Fuels <br />AmaNion, hu. <br />March 13, 1990 <br />Mr. Tom Gillis <br />Reclamation Specialist <br />Colorado Mined Land Reclamation Division <br />1313 Sherman Street <br />Denver, Colorado 80203 <br />,. iiiiii~iiii~~iiu <br />,~ec~-.~sarse~ -, . <br />Re: Professional Certification Document for the Coal Processing <br />Waste Bank on Deserado Mine Property, Bonanza Power Project <br />File No. C-018-81. <br />Dear Mr. Gillis: <br />On March 12, 1990 I performed an inspection of the Deserado Mine <br />refuse pile sub-areas 1 and 2-3. <br />I am a professional engineer registered in the State of Colorado <br />and my experience fulfills the requirements of Colorado Surface <br />Coal Mining Reclamation Act. <br />The purpose of my inspection and certification was to ensure proper <br />construction of the refuse pile and to satisfy the requirements of <br />Rule 4.09 1 (11) of the Colorado Mined Land Reclamation Board. <br />There are no apparent points of seepage in the pile, and there is <br />no indication of slope failure. The surface drainage facilities <br />were adequately maintained and were working properly. No subdrain <br />system is required by our permit, since geotechnical investigation <br />for the disposal site revealed no ground water present. Permanent <br />out slopes are being constructed on the toe of sub-area 1 and sub- <br />area 2-3 has been started. These out slopes are stable. A <br />groundwater monitoring well has been installed between sub-area 1 <br />and sub area 2-3. To date no water has accumulated in the well. <br />We have now, to date, a total of 568,936 tons of refuse placed in <br />sub-area 1, and 930,968 tons placed in sub-area 2-3. <br />Both the topsoil and subsoil piles for those areas have been seeded <br />and are stable. Removal and stock piling of all organic material <br />and topsoil prior to disposal of refuse has been completed. <br />Deserado Aline <br />P.O.
