In completing ny certification, I have
conducted an inspection of the refuse sub-area 1 and 2-3 piles and construction
site.
lhere are no apparent points of seepage in the pile, and there is no indication
of slope failure. the surface drainage facilities were adequately maintained
and were working properly. No subdrain system is required by our pernut, since
geotechnical investigation for the disposal site revealed no ground water present.
Permlanent out slopes have not yet begun to be built. Required compaction was
achieved in all lifts through November 14, 1986.
4Vr have nor, to date, a total of 317,700 tons of refuse placed in sub-area 1,
and 220,236 tons placed in sub-area 2-3.
Both the topsoil and subsoil piles for those areas have been seeded and are
stable.
