Long <br />Division DneUOr <br />I have finally reviewed the 1997 subsidence reports you forwarded for the Foidel <br />Creek mine. I apologize for the tardiness caused by my preoccupation with the <br />Summitville remediation. Twenty Mile Coal Company submitted its semli-annual <br />"First-Half Subsidence Monitoring Report for 1997" and the corresponding <br />"Second-Half Subsidence Monitoring Report for 1997". These reports present <br />survey data and visual reconnaissance monitoring reports for the affected <br />structures and Foidel Creek. The methodology and procedures used in preparing <br />both documents appear appropriate and in compliance with the permit <br />requirements. <br />The structures monitored during the reported period include Routt County Road <br />#33, the Union Pacific railroad spur track, two high voltage electric transmission <br />lines. Foidel Creek was also inspected and profiled above Panel 8 Right, which was <br />subsided during the report period. <br />The First-Half report appears appropriate and thorough. I recommend its <br />acceptance as submitted. The Second-Half report lacks the visual monitoring report <br />sheets for Routt County Road #33, the Union Pacific track, and the two power <br />lines. Perhaps you failed to forward these to my attention. If not submitted by <br />Twenty Mile Coal Company, they should be provided for file completeness. <br />Figure #1 within the Second-Half report presents the map and profile of Foidel <br />Creek above Panel 8 Right. The profile section presents profile lines titled "Pre- <br />mining Profile", "9-11-96", and "11-97". In the vicinity of station 255+00 on <br />Foidel Creek subsidence apparently created an impoundment, labeled "Foidel Creek <br />Pond, Nov. 14, 1996, area = 34,214 sq. Ft." on the map. The enlarged profile <br />suggests that the impoundment existed when profiled in November of 1 996, but <br />
