In completing my certification, I have conducted an in-
spection of the refuse sub-area 1 and 2-3 piles and construction
site.
There are no apparent points of seepage in the pile, and there is
no indication of slope failure. The surface drainage facilities
were adequately maintained and were working properly. No subdrain
system is required by our permit, since geotechnical investigation
for the disposal site revealed no ground water present. Permanent
out slopes have not yet begun to be built. Required compaction
was achieved in all lifts through September 23, 1985 at which time
weather conditions became prohibitive of adequate drying. We are
presently placing refuse in sub-area 2-3 and awaiting warmer weather
in order to resume proper compaction processes. We have recieved
a vibrating compactor which is achieving excellent results.
Ueser.+do A4ne
P 0 6m 1067
Rangel}', folurado S164fi
telephone 303!675 F431
1'elecopier 303/67i~5'-29
