Construction <br />595 Taylor Street <br />Craig, CO 81625 <br />Attn: Mr. Bud Bower ~ <br />Job No. 95-2296 <br />As requested, Northwest Colorado Consultants, Inc. has prepazed this letter outlining our inspections <br />made during the third quarter of 1997 a[ the Wazte Coal Area, which is located a[ [he Foidel Creek <br />Mine in Routt County, Colorado. <br />Our fnm visited the project site on July 2 and 11, August 7 and 20, and September 9, 1997 to inspect <br />the waste coal azea and test the compaction of the waste coal materials beittg placed. The contractor <br />has placed the majority of the materials in the central portion of Area #1. A number of compaction <br />and moisture content tests have been taken on the materials being placed. Based on the compaction <br />tests taken and our observations made at the project site, it appears [hat the waste coal materials have <br />been placed and compacted in general accordance with the project plans and specifications. Copies of <br />our compaction test results and daily reports aze attached. <br />Based on the increased production of [he waste coal materials and the high moisture content of these <br />materials, [he contractor has had [o stockpile aad place [he waste coal materials in a manner which is <br />somewhat different than the suggested methods outlined in the original design report prepared by <br />CTL/Thompson. Our firm is in the process of preparing a supplemental design report which will <br />address these issues and [his report will be used to amend [he current permit. <br />This report [he quarterly inspection requuemen[s as specified by Rules 4.09.1(11)(a) and <br />4.10.2(2)(a).
