This supplemental submittal <br />was completed in accordance with the requirements of Stipulation <br />#49. This stipulation required the submission of additional <br />technical information regarding the projected impacts of subsidence <br />due to mining within the new Lease COC-51551. <br />The operator's manager of engineering, Mr. Murari Shrestha, has <br />amended the original permit subsidence section to reflect the <br />corrected panel references in the existing lease area, as well as <br />the additional panels in the new lease area (see Table III-1). <br />Pillar safety factors have been recalculated and correctly entered <br />in Table III-4. The subsidence section of the permit has also been <br />amended to discuss the archeological sites identified during the <br />pre-mining survey. <br />The mine plan projects the undermining and subsequent subsidence of <br />County Route 65, an electric power transmission line, and the <br />identified archeological sites. Experience at the site has <br />determined that the expected subsidence will not negatively impact <br />the archeological sites. The operator has previously received <br />approval to conduct visual inspections of the road and the <br />transmission line to determine subsidence impacts. In the event <br />that any damage is discerned, the operator is committed to <br />effecting prompt repairs. The operator also commits to the <br />erection of appropriate warning signs on County Route 65, and the <br />conduct of daily. inspections. <br />The information submitted satisfies our earlier concerns regarding <br />the adequacy of the subsidence portion of the permit revision <br />application. This approved subsidence control and remedy plan <br />relies upon warning signs, effective daily inspection, and prompt <br />repair of any subsidence damage to adequately protect the public <br />health and safety, and the environment. Therefore, I recommend <br />that you reiterate this concern to the operator in your approval <br />letter. Further, I encourage you to follow up during your next <br />
